Nonresidential Building Energy Use Disclosure Program

Beginning January 1, 2014, AB 1103 (Saldana, Chapter 533, Statutes 2007) requires a nonresidential building owner or operator throughout the State of California to benchmark a building’s energy use in advance of the sale, lease, financing or refinancing of the entire building. Benchmarkig is the process in which a building’s energy use is compared to the ENERGY STAR standards using the Portfolio Manager website.

  2. On September 2, 2014, the Office of Administrative Law (OAL) approved the California Energy Commission’s proposal to delay implementation of the Nonresidential Building Energy Use Disclosure Program for buildings from 5,000 to 10,000 square feet until July 1, 2016.
